The Election Administration Plan (EAP) outlines the changes that come with Voter’s Choice Act implementation, with locations for voting and the public education plan among its most important components. The EAPs linked below are from the 14 counties that implemented the VCA in 2018 and 2020. Please note that we have a separate post on Los Angeles’ VCA implementation.
In most cases below, counties have an original VCA EAP and an amended EAP to reflect changes made in response to the COVID-19 pandemic.
